Tournament Information

North Coast Power League 2014 (NCPL) Entry Fee $750

The North Coast Power League is sponsored by the Toledo Volleyball Club,
 ACE/Maverick VBC and Columbus Volleyball Academy. This is the Fourth Year
 of the NCPL, our continuous goal is to continue to provide exceptional 
competition with minimal travel and no admission fees for spectators. 
With the successful addition of the NCPL2 last year we hope that you c
hoose to join us in this exciting competition at one or both levels. 

Entry into the NCPL  is limited to 12 National Level teams. Clubs who 
plan to enter a team in all age divisions (13-18) will be given 
preference for entry into NCPL. The additional criteria for acceptance 
are past participation, strength of club, perceived strength of team and 
last year’s finish.  We know that teams change from year to year, if your 
teams finished 9-12 last year, or did not participate and would like to 
we would encourage you to submit a note about their expected strength. 

NEW FOR 2014- The 13 Division of the NCPL will be a 13U. Entry will open 
to National and top competing American Level teams

In order to avoid last minute team withdraws, payment must be made prior
to a team being accepted into the tournament.  If we are unable to accept
your team, you will receive a refund of your entry fee. Commitment and
entry fees are due by December 1.

All Scheduling for this tournament will be done on AES. If you are
interested in entering your teams please enter them on AES by copying and

Once your team has been entered you will receive a follow up email from
the tournament. Upon acceptance and receipt of your entry fee, your
information will be added to the OVR website.

Coaches and Players who are not complete with their USAV registration
will not be permitted to participate in OVR Sanctioned events.  

Warm-ups

Only USAV members may be in the playing area to assist with warm-ups.

Prior to each team's first match of the day, juniors boys'/girls
mandatory warm-ups are to consist of 15 minutes (7 minutes shared, no
hitting across net), 4 minutes serving team, 4 minutes receiving team.
After each team's first match, the mandatory warm-up time between all
matches is will be 10 minutes, consisting of 2 minutes of shared ball
handling on-court, 4 minutes full-court for the serving team, and 4
minutes full-court for the receiving team.

During each team's full-court warm-up segment, the opposing team must be
in their bench area and not interfere with the team using the court. 
However for purposes of risk management, the off team could offer to help 
with retrieving balls when the on team is hitting provided the "on-team" 
coach agrees.

Teams that wish to practice serving during the warm-ups may ask to be 
informed when they have one minute (or more/less) remaining in their 4-
minute period. Shared serving between the two teams is not permitted.

This applies to all matches. The time between sets is 3 minutes. Teams 
may warm up with balls on their respective courts or free zone during the 
3-minute set intervals. Spiking at the net is not permitted. Balls may 
not be used for warm-ups during time-outs. 

OFFICIATING-

A coach must be courtside if their team is acting as the support team.  
For pool play and tournament, teams are required to supply the following 
support officials:  one second referee, two line judges, one scorer, one 
libero tracker, and one scoreboard operator.   Support officials are to 
report to their courts referee as follows:  The R2 and scorer should 
report to the court official at the coin toss.  If they are not present 
by the beginning of the first timed warm-up, their team will be penalized 
one point (awarded to their next opponent) for every minute that they are 
late.  The rest of the support crew must report to their courts referee 
no later than the beginning of the second timed warm-up, or their team 
will be penalized one point per minute as well.  If no additional matches 
are to be played in that tournament, the tournament director shall file 
an incident report with the OVR Commissioner and a $50 fine shall be 
imposed.

During the NCPL, balls are provided for each court at all playing 
locations. 


LCRC-
1.	Bleachers are located on the west side of the building (in the front 
of Courts 1 & 2). NO CHAIRS are allowed to be placed in front of 
these courts. Chairs may be placed on the North, South and East 
perimeters of the courts. Please place chairs in designated area (in 
front of the white lines). We have chairs for rent at the Concession 
Stand. The cost is as follows: $5.00 deposit, $3.00 refunded when you 
return your chair to the concession stand. 
2.	A Concession Stand with a variety of healthy foods is available all 
tournament sites. NO OUTSIDE FOOD IS ALLOWED. - Individual portions 
are allowed in a player's bag. Keep all coolers in cars. Coolers are 
prohibited in and outside facilities hosting OVR-sanctioned events. 
Setting up tables and/or cooking by teams or their support staff, 
fans, coaches, or parents are prohibited at OVR-sanctioned events.  
This means NO TEAM BUFFETS.  Team buffets will be confiscated if 
found. 
3.	Player’s bags and equipment are not allowed in the competition area 
nor will teams be allowed to camp in the competition area. There are 
2 rooms in the back of the building for team camps. FOR INSURANCE 
PURPOSES the camping area is restricted to players, officials and 
OVR/USVA registered individuals. Ball Handling and Horse Play in the 
camping area is not permitted. Camping area is restricted to players, 
officials and OVR/USVA registered individuals.



Maverick-

1.	No outside chairs are to be brought into the facility.  We provide 
bleachers. Bleacher seats are permitted.
2.	No outside food is to allowed in the facility.  Our concession stand
offers a wide variety of foods for your athletes.  
3.	Coaches/Players- There is no camping in our facility due to lack of 
space.  Please only bring the bag you need and use the shelving 
available.  Also, there are no BALLS  or BALL CARTS permitted.  We 
provide a cart of balls for warm-ups on each court.  Thank you in 
advance for your cooperation.

CVA (Ultimate Sports)
1.	Seating is not Provided, Please Bring Chairs.
2.	No Coolers are permitted in or around the facility. A full Concession
Stand is available. 


Team/Tournament Cancellation: Per OVR regulations- a team canceling after 
the entry deadline will forfeit its entry fee. A team canceling prior to 
the entry deadline does not forfeit its full entry fee if a replacement 
is found. A team canceling from this tournament to enter a different 
tournament will forfeit its entry fee.

If Lucas County, Cuyahoga or Franklin counties are under a level 3 snow 
emergency, the tournament will be cancelled.  For any reason the tournament
 is canceled, a notice will be displayed at the OVR Junior Tournament 
List and on AES. 
Club directors and/or coaches and officials will be contacted via email 
as soon as possible. Alternative playing dates/league format will be put
in place. In the event that this is not possible whole or partial fees 
will be returned.

Note: OVR rankings appearing in the following listings are intended only as a helpful tool for tournament directors. They are subject to frequent change, including after the pools are set, and other factors may also be considered when determining pools and order of play.
