Preface

Welcome to the 2009-2010 edition of the Handbook of the Ohio Valley Region, Inc. (OVR) of USA Volleyball (USAV). The purpose of this volume is to assemble into one resource the basic information most often required by athletes, team reps, coaches, officials, and tournament directors regarding sanctioned competition in the Ohio Valley Region. This handbook also constitutes an archival reference, recognizing teams' and individuals' contributions to the OVR.

Most of the material contained in this handbook is also available on the OVR website, www.ovr.org. In certain cases, that material is subject to frequent change, and while the handbook is updated annually, www.ovr.org may provide more timely and/or exhaustive information. For example, a list of certified officials at the time of publication is given in section 8.9 as a base reference. The online list of officials is updated continuously, however, as individuals' levels of certification and contact information change. The online list contains additional contact information, e.g. alternate phone numbers and e-mail addresses, which are not reproduced here to keep the length of this Handbook manageable. Thus there are cases where the handbook stands on its own, and others where it is better treated as a starting point, to be followed up by consulting the OVR website. URLs and pointers to areas of www.ovr.org are provided for many handbook sections to facilitate cross-referencing that complementary resource. Gray boxes denote sections of the handbook that reproduce other documents verbatim.

This handbook is published annually, near the beginning of each USA Volleyball season. That timetable allows us to best capture the coming season, incorporating results from the August and October board meetings and including preseason development of new procedures and documents. As with all other OVR publications, our primary distribution mechanism will be electronic to serve our entire membership while minimizing registration costs.
